Temporary Pool Closure
We regret to inform everyone that the pool has temporarily been closed. The storm that came through yesterday (August 15) caused an electrical issue at the pool. The pool company is working with an electrician to get the matter resolved as quickly as possible. We are very sorry for the inconvenience but we are working to have the matter resolved soon. We will provide an update once the pool has been reopened. Thank you for your understanding regarding this matter.

2023 Spring Letter
Wynston Residents/Owners,
We hope that everyone had a wonderful Winter and is ready for a beautiful Spring & Summer. We are very excited to welcome some new friends into our neighborhood this year. If you are new, welcome!!! Please take advantage of some of this beautiful weather to get out and meet your new neighbors. The Board of Directors will try to post items that we deem relevant to our community on our website. We would also like to be sure that we have everyone’s updated contact information. If you are not sure we have your most up-to-date contact information, please go to the Community Association Management website at communityassiciationmanagement.com.
Spring is the time of year that we look at cleaning up and cleaning out. The suggestion of the Board is for you to take a walk around the outside of your house and around your yard so that you can take a list of items that might need to be worked on. If you find deficiencies, take the necessary steps to correct them as soon as possible. If you would like for a Board or ARC member to come and help answer any questions about possible deficiencies please email that request to [email protected]. For your convenience and reference, the Architectural Guidelines and Covenants can be found at http://wynstonways.weebly.com.
If you have any questions about how those apply to a particular situation please ask at [email protected]. Failure to correct deficiencies may result in action being taken by the ARC Committee, Board, or management company.
Yard Maintenance: Yard maintenance is an ongoing responsibility of all residents and homeowners. Yard maintenance includes, but is not limited to, planting grass where there are bare patches, keeping grass height below 4 inches, edging, blowing clippings from driveways & sidewalks, trimming bushes, pulling weeds and applying weed control if desired.
Pressure Washing: Pressure washing is a great way to save money on future repairs. Keeping your home clean hinders rot and premature aging of your home – thus extending the life of your siding, driveway, wooden features and deck. If you notice any discoloration on your house, deck, porch, or fence please have it cleaned as soon as possible. While not a requirement, having the paved surfaces around your house cleaned at the same time makes your home and the entire neighborhood look better. Pressure washing should be completed no later than 5/31.
Mailbox Maintenance: Please be sure that your mailbox post is upright, well maintained, and that the numbers are clearly visible.
Trash Can Storage: Trash cans and recycle bins must be stored out of view from the street. They can be screened with a trash bin corral, fence or live screening like mature, evergreen shrubs, if they are not stored in your garage or completely behind the house. Trash cans must be stored out of sight the day after your trash is picked up.
Fence Maintenance: Fences must be maintained free of defects and discoloration. Please replace all missing or damaged boards, and pressure wash the fence if needed.
Basketball Goals: Basketball goals must be serviceable and maintained in good condition. Basketball goals may not be placed where the street becomes the playing surface.
Driveway Ruts: If your driveway has ruts along the side of it or near the street/sidewalk those areas need to be repaired. If you want to straighten your driveways, you must submit an Architectural Application before any work is done.
Blocking Sidewalks: As per Wynston Covenants and Town of Clayton Ordinances, vehicles may not be parked on any of the sidewalks throughout Wynston at any time. This is also a safety issue. The homeowners who have sidewalks that border their property are responsible for edging/weed eating them and keeping them from being overgrown with grass
Yard Waste: As a reminder, yard waste (grass, limbs, etc.) may not be placed on any association property. If you have a question about how to dispose of yard waste please contact the Town of Clayton. Anyone putting yard waste on association property may be held financially responsible for clean-up.

Our neighborhood is blessed with a wonderful pool for our residents to enjoy. The pool is scheduled to open on May 20th and to close on September 10th. In the last couple of years we have added a new key fob and camera system, installed a new, higher fence, installed a new storage building, and purchased new pool furniture. The Board will send out the 2023 pool rules, and how to receive your pool fobs if you haven’t already done so as we get closer to pool opening. The pool opening date is tentative as we are waiting on inspection from the county. All updates will be posted on the community website. **Pool privileges may be suspended for a violation of the pool rules, ARC violations, or for past due HOA dues.**
This is just a reminder that the parking lot at the pool is considered the private property of the Wynston HOA, and is only to be used for parking by people while using the pool. Anyone parking in the pool parking lot for any other reason, or on any other HOA property is subject to be towed at the owner’s expense.
Community Yard Sales: Spring: May 6th (Rain Date- May 13th) Fall: October 7th (Rain Date- Oct. 14th)
Architectural Requests: Any changes that you want to make to the outside of your home must be approved in advance by the Architectural Committee. The architectural request form can be found on the neighborhood web site at http://wynstonways.weebly.com. Before submitting a request, please check with the Town of Clayton Planning Department (http://www.townofclaytonnc.org/Planning/) to verify that your planned modification or addition complies with zoning laws. Please do not commit or spend money on a project until you have received approval.
Berms: When the HOA switched to a new landscaping company they assisted in the complete clean-up of the berms to the appropriate standards. If your property borders the berm please know where your property line is and maintain that portion of the berm that might be on your property. Stakes were placed on your property line to assist everyone in knowing where those lines are. If you have any questions, please contact the Board at [email protected]
Solicitors: While our neighborhood has ‘No Soliciting’ signs at all entrances, they do very little to prevent door-to-door salespeople. Sometimes, putting a ‘No Soliciting’ sign by your own front door will help, but the Town of Clayton has an ordinance governing how these people must operate. Now that the weather has turned warmer, there will be more of them in the neighborhood. Please familiarize yourself with this ordinance http://www.townofclaytonnc.org/clayton-news to help keep you and your family safe.
Architectural Committee: The ‘ARC’ Committee is a long-standing committee within Wynston. Members of the ARC appointed by the Board and are responsible to help maintain the appearance of the community. ARC committee members will vote on architectural requests submitted by property owners as well as helping to monitor to make sure that individual properties inside Wynston are being maintained according to our community standards. If you are interested in being a member of the ARC Committee, please send an email to [email protected] stating your desire.
Event Committee: We have had interest in a new Event Committee in our neighborhood that would be responsible for planning some fun things to grow our sense of community and get to know each other better. If you are interested in being involved in this new and exciting committee please contact the Board of Directors to find out more information.
Parking: The Town of Clayton has very clear laws regulating parking in residential areas. As a community, we can notify those that violate our covenants or architectural guidelines, but if a homeowner sees someone parked illegally they are free to contact the Clayton PD on their own to report it. A couple of highlights that apply to our community would be: no parking on any sidewalk; you must park facing the same way as the traffic is going, no parking within 30 feet of an intersection, no parking with 5 feet of a driveway, and you are not allowed to park trailers on the street or in your driveway. Also, parking on the grass is not allowed anywhere in the neighborhood.
The Town of Clayton is a wonderful place to live with a variety of activities that appeal to many different people. The town also provides many services that all of us use every day. The Board of Directors wanted to provide everyone an update regarding the transition of management company's. Community Management Association is working to get our account set up while still awaiting for additional information from the previous management company. We've been in touch with the previous management company and asked them to streamline this process to prevent further delays for our community. It is our understanding that historically the outgoing company would continue to take payments until the transfer is completed, which unfortunately has not been the case this time. Community Association Management has reassured us that no one will be accessed any late fees until all accounts have been established on their end. While some homeowners have been able to make payments others may not because your account has not been set up yet. Welcome letters will be sent to ALL homeowners upon completion of the account set up. EVERYONE is encouraged to set up an online account and opt for e-statements versus the monthly mailed hard copy.

Please be aware that the Board is conducting interviews with new management companies as we were made aware of the news from Charleston on Friday afternoon.
Seeing some of the concerns posted if you have paid your dues that money is in our account and will transfer to whatever company we move to. We have not been happy with their service and had actually started looking for one to better meet the communities needs but now it has become a more urgent need. All of our contracts with the landscaper and pool company are in effect until the end of 2022 and we are making them aware that there will be a transition.
The letter was emailed out to those that had an email registered with Charleston and posted to the Wynston webpage by the board last night because we wanted to be completely transparent with what we are currently dealing with.
While doing this we are also getting the information together for the Spring letter with all the important information about pool season, yard sales, and all the other normal updates so please be patient as we work through all of this.

Please be reminded that bikes, skateboards, hoverboards, etc. are not allowed inside the pool gates.
Roughhousing is not allowed
Throwing the pool furniture is not allowed and damage to such will be billed to the homeowner.
Do not open the gate for others. If their pool fob does not work they are to email the Board of Directors as stated on the signs on the gate.
Violation of these rules will result in the suspension of pool privileges.

Pool Season 2021!
Great news for this year’s pool season. Under the most current regulations, we can open the pool to 100% capacity and use our pool furniture!
Our pool is not monitored by any type of lifeguard or check-in person, so it is up to you as a resident to take the proper precautions when using the furniture and monitoring the capacity. Under the fire code, the maximum capacity is 100 people. This number will be posted by the entrance at the pool.
The pool will open on May 8, 2021, at 7 AM. In preparation for the opening, there will be workers at the pool pressure washing the pool house & pool deck, and the pool company will be getting the furniture set up.
At the pool company’s suggestion, there was a new system installed to keep the chlorine monitored and regulated throughout the entire day. While the news has reported that there is a chlorine shortage at this point it will not affect our season. If that changes we will update the community.
Please refer to the pool rules on opening the gate in reference to those that either do not have a pool fob or have one that is not working. If your fob does not work, please reach out to the board via email at [email protected] for the quickest response.

Per the Bylaws, if less than 20% of the community votes, we will not have enough for a quorum and we will have to hold another election and have another meeting. HOW CAN I ACCESS MY BALLOT?
- Homeowners with a registered email on Charleston Management's website (www.charlestonmanagement.com) will receive an email with a direct link to your unique ID via www.electionbuddy.com. The system will send out an email link to those registered when the election starts. The subject line will be "Vote now: Wynston HOA - 2020 Annual Wynston HOA Election" and will be from Wynston HOA.
- Homeowners without a registered email address will receive a separate mailing that contains a web address and unique ID for voting. There will also be a QR code that can be scanned for direct access. The mailed notices will arrive to the homeowner’s registered mailing address before the election begins but you will not be permitted to vote prior to election starting.
IMPORTANT: Voting will be open from November 1 2020 @ 12:15am and close November 4 2020 @
11:45pm. This is a hard deadline as required by state law. Results will be announced during the virtual

The Annual Homeowner Meeting will not be able to be held on October 8th as previously hoped. We have been communicating with Charleston about a date for the Annual Meeting. Originally we were planning on having the meeting in October and requested Charleston to attend. They originally stated that they would be there. We recently received communication from them stating that no employees are permitted to attend homeowner meetings in person. The delay with Charleston has kept us from mailing the announcement letters which legally must be mailed at least 30 days prior to the meeting. At this point we are tentatively planning on holding the meeting on November 5, 2020 with hopes that a representative from Charleston will be able to attend virtually, if not in person. Due to the current government regulations, whenever the meeting is held, we are planning to hold the meeting virtually.

Residents should not open the pool gate for anyone who is not from their household. If someone arrives at the pool and their fob does not work they need to contact the board. The board is aware when this happens because the system sends an email when a fob is used that does not have access to the pool.

Our pool is a private community pool to be accessed only by those who live in the neighborhood and pay for the maintenance and upkeep up the pool through their HOA dues. Last year the Board installed the new fob system because residents were complaining to us of incidents just like the one mentioned.

On June 24th Governor Cooper announced Executive Order Number 147 (EO147) that will go into effect at 5:00PM on June 26th and will remain in effect until 5:00PM on July 17th. The purpose of EO147 is to modify Executive Order 141 (EO141), which allowed swimming pools to be open with certain restrictions in place during Phase 2.
As it pertains to strictly swimming pool operations, there are no changes to those operations that are required to take place as a result of EO147. EO147 does not alter EO141 in such a way that requires masks to be worn at a swimming facility.
While EO147 does not require changes in swimming pool operations, we are encouraging all pool owners send notice to remind and to strongly recommend that pool-goers:

The Annual Homeowners meeting will be scheduled for October as it has in years past. Last year the Board made the decision to move the meeting to the spring to assist in the distribution of pool fobs. The annual meeting being held in October allows for homeowners to ratify the budget and vote for new members without needing to hold multiple meetings.

Changes for pool use due to COVID-19
Due to COVID-19 and following the direction of the CDC and the North Carolina Department of Health and Human Services, there has been a need to modify the pool rules. These changes are in place to follow the guidelines we have received to operate the pool this summer. Through your compliance we hope the pool will be able to remain open for the duration of the summer for your enjoyment.
Upon entering the pool facility, you agree that you and your household will follow all pool rules. Violation of any of the pool rules may result in a loss of privileges to use the pool facility for up to 12 months.
COVID-19 Modified Pool Rules
The following modified rules will apply until further notice:
** COVID-19 Symptoms include: Fever, Cough, Shortness of breath or difficulty breathing, Chills, Muscle pain, Sore throat, New loss of taste or smell
All previous pool rules continue to apply unless altered by the rules listed above.

Under the guidance of the pool maintenance company and to help reduce the spread of the virus between those going to the pool, all pool furniture has been removed from within the pool area. If you wish to have a place to sit at the pool you will need to bring your own chairs for your personal use.

The ownership entity and operator of the Wynston Pool facility, including but not limited to Wynston Homeowners Association, Triangle Aquatics and Charleston Management, shall NOT be responsible for preventing the spread of bacteria, germs or viruses throughout the pool facility or grounds including those related to the COVID-19 disease.
Upon entering the pool facility, you have assumed the inherent risk of encountering and contracting the COVID-19 virus and disease. The pool facility is open for you to use AT YOUR OWN RISK.
All users of the pool facility are responsible for sanitizing surfaces that they touch, as well as social distancing within the pool facility and on these premises. All users of the pool facility are responsible for using personal protective equipment as recommended by the CDC. No staff member or owner of the pool facility shall be responsible for ensuring compliance with social distancing recommendations on these premises.
You are explicitly warned that due to the nature of the pool facility, the pool premises are likely not sanitized to the extent that would eliminate the spread of COVID-19.

- Guests will not be permitted in the pool. Residents only.

- All children under 16 must be accompanied by an adult (18 years or older) who is also the parent, legal guardian, or childcare provider. Unsupervised children will be required to leave the pool area.
- All "lost and found" items will be discarded daily.
- If you have symptoms of COVID-19**, have tested positive for COVID-19, or were exposed to someone with COVID-19 within the past 14 days you MAY NOT ENTER THE POOL FACILITY.
- Respect and follow current social distancing as currently defined and recommended by the CDC.

Effective at 5PM on Friday, May 22nd, North Carolina is officially entering into Phase 2 of the re-opening process. At that time, Phase 2 will officially be in place for 5 weeks (unless altered by a subsequent executive order).
The pool will be opening May 23rd with a maximum capacity of 40 people.
This is subject to change based on what is published by the Governor in the coming weeks. We continue to work with the pool company, Charleston Management and our legal counsel during this process and will keep providing updates as are they are made available.
